Establish a Community Oversight Board for the Mountain Home Air Force Base Water Diversion

The South Fork Boise River Diversion Project will redirect significant water flow from the South Fork to supply Mountain Home Air Force Base and the City of Mountain Home. While the project has federal authorization, the downstream communities of Anderson Ranch, Featherville, and the agricultural users along the South Fork have no formal oversight role. We demand that Elmore County, the Bureau of Reclamation, and the Idaho Department of Water Resources jointly establish a Community Oversight Board with: 1. A seat for each downstream irrigation district 2. A seat for the Shoshone-Paiute Tribes 3. A seat for at least two at-large community members elected by this petition's signatories 4. Quarterly public reporting on river flow, water temperature, and fish population health 5. The authority to request emergency flow adjustments during drought conditions This is our river too. We deserve a voice in how it is managed.
